The Lord says:  George Bush

shall not leave his office
before the end of his second term,
 
[ The 1st part of this prophecy was fulfilled in Nov 2004, when George Bush was re-elected to a second term.]

[ The 2nd part of this prophecy was fulfilled on January 20, 2009, when George Bush left his office, at then end of his second term.]

but rather shall be killed
before that time.
 
[ The 3rd part of this prophecy may have been fulfilled as of Jan 20, 2009 as follows:

The parallel sentence structure here suggests that "before that time" refers to "before the end of his second term."  In this case there are 3 possible subjects mentioned:

"but rather 'George Bush' shall be killed", which did not happen before the end of his second term.

"but rather 'his office' shall be killed", which did happen as the ratings of his presidency fell during his second term, primarily because of the War in Iraq and economic issues.

"but rather 'his second term' shall be killed", which did not happen. ]
